This standard specifies performance requirements for high-visibility safety apparel. For the purpose of this standard, the term “high- visibility safety apparel (HVSA)” shall be used to mean apparel PPE intended to provide conspicuity to the user in hazardous situations under any light conditions by day and under illumination by vehicle headlights in the dark or other low light conditions.
Performance requirements are included for color, retroreflection, physical properties and minimum areas of background, retroreflective and combined-performance materials, as well as the recommended configuration of the materials. Test methods are provided in the standard to ensure that a minimum level of visibility is maintained when garments are subjected to ongoing care procedures. These specifications may prescribe a wide variety of occupational HVSA, but shall not be applied to firefighter turnout gear.
2 Purpose
Conspicuity is enhanced by high contrast between the garment and the ambient background against which it is seen. This standard provides performance requirements for conspicuous materials to be used in HVSA and specifies minimum amounts of background, retroreflective and combined-performance materials, colors and placement of materials for garments, and supplemental items used to enhance the visibility and safety of workers. Performance Class guidelines are identified with corresponding recommendations for selection based on worker risk hazards, such as complex backgrounds, vehicular traffic and speeds encountered.

Noncompliant material: Any material used inthe construction of HvSA, but which does not fully conform to the requirements for backgroundmateriall, combined-performance material or retroreflective material.
Photometric performance: The effectivenessof retroreflective material in returning light to itssource and measured in terms of coefficient ofretroreflection.
NOTE: The photometric terms and definitions used inthis document are defined in ASTM E284-17 andASTME808-o1 (2016).

Retroreflective material: Material that reflectsand returns a relatively high proportion of light ina direction close to the direction from which itcame.
Roadway: A general term for denoting a strip ofland that has been improved, designed, or isordinarily used for the purposes of vehiculartravel.
Shoulder area: The area of an item of apparelthat lies above a horizontal plane located 15 cm(5.9 inches) below the shoulder high-point,asmeasured along the HvSA. See Figure 2.
Single-use disposable coverall: An item ofHVSA that is to be used once and then disposedand that is designed to be worn over clothing tocover a minimum of arms, legs, and torso.
Split-trim: Retroreflective or combinedperformance materials consisting of minimumwidths positioned as a parallel pair.
Temporary traffic control (TTC) zone: An areaof roadway where road user conditions are changed because of a work zone or incident bythe use of temporary traffic control devices,flaggers, uniformed law enforcement officers, orother authorized personnel.
Torso area: The trunk of the body extendingfrom the underarm to the hip area.See Figure 1.
